A recent report by the Civilian Complaint Review Board reveals that complaints of police misconduct are down for the first time in seven years.
They cited 7,559 complaints for 2007, nearly 100 fewer than in 2006.
While complaints declined, the board claims that the NYPD did not punish its officers involved in more than one-third of the substantiated complaints.
