South Blooming Grove Mayor George Kalaj declared a COVID-19 state of emergency on Friday.
The order calls for all public meetings, including planning board and zoning appeals, to continue to be held by Zoom, citing ongoing concerns with coronavirus.
Critics say Zoom meetings have been ineffective for public comment and want them to be held in person.
Village officials say Zoom meetings allow for greater public access without the health risks.
County Executive Steve Neuhaus says there are no cases of COVID-19 in South Blooming Grove at this time, and that no other municipality in Orange County has an order like this in place.
