Mount Vernon police have made an arrest in an alleged kidnapping.

Police responded to a report of a female victim held against her will at 29 East Fourth St. just before 3 a.m.

That report was from a family member who was sent several concerning text messages.  After several hours of negotiations, the female victim was released, while the suspect remained locked in the apartment

Shortly after 1 p.m., suspect  Lahquan Palmer surrendered and was taken into custody.

Palmer faces multiple charges, including kidnapping and criminal use of a firearm.
