Newburgh has approved a budget for 2011 after the state comptroller's office warned that it could take control of the city if it didn?t have a budget.
The City Council voted last night to reject the budget amid concerns that the massive tax increases would drive residents out of town.
The budget includes a 71-percent property tax increase and includes layoffs for 59 city employees, including 12 firefighters.
Many council members who voted against the budget and changed their vote today at the emergency session said they felt forced to approve it by the impending alternative of a state takeover.
