Illegal massage parlor slapped with $800,000 fine

NEW CITY - The Rockland County attorney won a landmark $800,000 judgement against the owner of an illegal massage parlor in New City.

The now-vacant storefront on Main Street used to be known as the New City Spa. The owner was evicted by the landlord after Rockland County Attorney Thomas Humbach took the owner to court and charged the business with being a public nuisance under a longstanding clause in the county code for peddling prostitution.

This week, a state Supreme Court justice handed down a first-of-its-kind ruling for the county with the $800,000 fine.

The spa's owner is listed as 21 Smile Corp., which had online advertising that clearly hints at services other than a legitimate massage. Humbach also brought action against the spa, alleging the same public nuisance violations.

Clarkstown town police have been arresting prostitutes at similar parlors for several years.

Humbach expects to push forward with other prosecutions, which could cost violators $1,000 a day.

News 12 attempted to reach the owner of the New City Spa and their attorney, but has not yet heard back.
