PEARL RIVER - A state monitor's proposal for fixing the East Ramapo Central School District will need legislation in Albany before some key elements are implemented, and local lawmakers are already working on those changes.

State Sen. David Carlucci joined the search for legislative answers in state Assemblywoman Ellen Jaffee's Pearl River office.

On Monday, state-appointed school monitors -- headed by Dennis Walcott – issued a report that includes a proposal for a permanent monitor with veto power over the school board. Jaffee, Carlucci and Assemblyman Ken Zabrowski all represent parts of the district.

Parents within the district have complained that the school board, which is dominated by members of the Orthodox Jewish community, has short-changed public schools in favor of private yeshivas.

In the last legislative session, the proposal for a monitor with veto power never even made it to the state Senate floor. Carlucci is banking on Walcott's support to make a difference during the next session.

No matter what legislation is finally proposed, it will take several months before any votes are taken.
