WEST NYACK - Rockland County is in its second week of mandatory water restrictions, but the local water utility is warning that the rules may not be working.

Suez Water says demand has not gone down. Water demand peaks in the summer, and the recent heat wave isn't helping.

"The lack of rain right now, using a 20-year average, we're 36 percent lower than the annual average," says Bill Madden, of Suez Water.

The restrictions limit lawn watering to two days a week and prohibit washing of sidewalks. Restaurants can only serve water on request, and leaks need to be repaired within 48 hours, among other restrictions.

County officials have warned that more stringent restrictions are possible if demand isn't reduced.

In West Nyack, News 12 saw what appeared to be an automatic lawn watering system hard at work in the middle of the day, even though it was supposed to be limited to the pre-dawn hours, two days a week. No one was home at the house in West Nyack, but a visit from the county could cost a homeowner who is violating the restrictions up to $2,000 a day.

There's no word on when county officials may go to a “Stage Three" water emergency status.
