SPRING VALLEY - Tempers flared Tuesday night amid a dispute over passports at the Louis Kurtz Civic Center in Spring Valley.

Spring Valley Trustee Vilair Fonvil says the altercation began when a member of the Haitian consulate used profanity toward him, which prompted him to say something back.

The disagreement was over what Fonvil called an attempt to create an illegal operation.

News 12 is told that Spring Valley Mayor Demeza Delhomme wishes to turn a room in the Civic Center into a Haitian passport service, but he does not yet have approval.

Fonvil says the room cannot be occupied by another business from another entity when it is needed by children.

Police Chief Paul Modica says he believes the battle was really a political power struggle. He also says the space was authorized to be used for something positive to the community.

Police say harassment charges were filed against several people involved in the incident.
