Westchester County legislators pass budget
WHITE PLAINS - Westchester County legislators passed the budget this afternoon, but questions remain over its legality, as eight Democratic lawmakers walked out mid-session.
The melee began when two Democrats broke rank to vote with Republicans.
When an adjournment was called, some of the board members left the chamber, while others stayed to vote on the new proposal.

Even though at the lights and microphone system were turned off at one point, the lawmakers that remained behind held a new meeting and passed the budget.
The new budget prevents 30 out of 126 layoffs and requires low income parents to pay more for day care. It also saves all police and probation department positions that would have been cut.
