A Westchester Sound Shore village is closing in on zoning changes that have residents and business owners at odds.

The future of Port Chester's growth was on the agenda before the Village Board of Trustees Monday night.

However, the seven-member board did not vote on whether it should alter parts of a zoning district that makes up about 40% of the village.

Some members have been pushing for zoning changes for the village's largest district, three years after switching to form-based zoning.

Form-based means new construction should conform with the existing buildings around it rather than making the project fit into a specific use.

Residents against the zoning feel the speed and size of these projects, including some 12-story residential buildings, will turn the quaint village into a major city and push out small local shops.

Supporters argue the 2020 laws create much-needed affordable housing and better business growth for the village.

Several trustees spoke and expressed support for changing the laws, while also keeping the door open to revisit zoning changes again down the line.

Residents also raised concerns about the district lines changing and how that might impact certain existing buildings and how the village's growth is leading to a lack of available parking. 

All indications point to a decision being made at a board vote at its next meeting on April 3.
