Rep. Sean Patrick Maloney is declaring victory over former Rep. Nan Hayworth in a tight 18th Congressional District race.
Hayworth, a Republican, lost her U.S. House of Representatives seat in 2012 to Maloney, a Democrat.
Hayworth has refused to concede.
The 18th District includes all of Orange and Putnam counties, as well as parts of southern Dutchess and northeastern Westchester County.
