Rockland County filed a lawsuit last week against the MTA over the new payroll tax that targets businesses and non-for-profit organizations.

County Executive Scott Vanderhoef says Rockland is the least served of all the counties in the MTA region. The lawsuit is seeking monetary damages for the county's $42-million value gap, which is money taxpayers pay to the MTA for services that they allegedly don't receive.

The payroll tax has been met with resistance across the Hudson Valley. Chester Town Supervisor Steve Neuhaus says only about 5 percent of Orange County residents even use MTA services, but all businesses and municipalities have to pay.

"It's just another way for them to try to bail out the MTA," Neuhaus says.
