Investigators call elderly Sloatsburg woman's death tragic accident

The death of an 83-year-old Sloatsburg woman who was found at the bottom of an excavation ditch was ruled an accident Tuesday.
Police say Yolanda Newcomb?s body was found at the bottom of an excavation pit Monday morning, where work was being done on her neighbor?s house. The Rockland County Medical Examiner?s office confirmed Newcomb died of injuries consistent with a fall and not because of a medical condition. Police say Newcomb was working with a shovel on her property near the ditch.
A village building inspector says it?s not illegal to leave an excavation site uncovered, but a building inspector is questioning whether the homeowner had the proper permits. A stop work order has been posted as police wrap up their investigation and the building inspector continues his.
