Hydrant buried under a foot of cement in Spring Valley

A construction error in Rockland is causing serious safety concerns.
Spring Valley fire officials say a hydrant located on West Central Avenue was buried under a foot of cement by a village subcontractor who worked on the sidewalk last week.
Fire officials say workers never called the Water Department to raise the pipe under the hydrant and instead cemented it in, making it impossible to attach a hose in an emergency.
"They basically endangered the safety and lives here,” says Justin Schwartz, of the Spring Valley Fire Department. “The question is - you have one job to do, how did this happen?"
Village officials said they were unaware of the mistake until News 12 called them and that they would have it fixed immediately.
