Think tank: White Plains residents pay most money in fines statewide

When it comes to paying fines, residents living in White Plains are shelling out the most money, according to a new think tank report.
The report was released by the Empire Center, an organization that benchmarks local taxes, spending and debt across New York state.
It said that 2016 fines in White Plains equaled $145 per resident, by far the most in the state. Yonkers and Rye rounded out the top three.
The fines include parking, speeding, DWI stops and pet violations. Residents say the traffic officers are the ones that have them writing those checks.
The city of White Plains released a statement saying the report is meaningless and completely inaccurate when compared to its level of commercial activity and population size.
