GOSHEN -

An Orange County man has been charged with vehicular manslaughter after a crash that killed a passenger in his car.

Police say Robert Higgins, 24, of Highland Mills was drunk when he crashed into a tanker truck on Route 32 last December in Woodbury.

Officials say he had a blood alcohol level nearly three times the legal limit.

Higgins was arraigned Tuesday and is scheduled to appear in court next month.
