City fines restaurant owner for dog pee rebuttal sign

A sarcastic sign in the window of a New Haven restaurant has cost its owner a $250 fine.
Duc Nguyen, who owns "Duc's Place," says he's disgusted when people allow their dogs to relieve themselves on his flower pot.
The sign reads "Attention dog owners: This is a 'pay-per-pee' flower pot. (Pay inside, or leave your address and we'll kindly return the favor)."
The city's public space enforcement officer says Nguyen broke two city ordinances with the sign.
He plans to appeal.
