Rockland leaders gathered on the steps of the county courthouse Monday calling for a change in the way convicted sex offenders are monitored.

Assemblyman Ryan Karben announced a six-point plan he says will better protect children from predators. He believes a broken system can be strengthened with his plan STOP, which stands for Systematic Tracking of Pedophiles. Some of the points in the plan include tracking offenders through global positioning systems, polygraph tests, and in-person registration at police departments. Karben will take his plan to the county legislature and the state.

The initiative to better track sex offenders comes a week after a level 3 sex offender was found living in Montebello when he was registered in South Nyack. The offender, 33-year-old Michael Koval, was charged with inappropriately touching a girl younger than 11.
