Highgarden Tower at 11 Garden St. currently has an open lottery, and West View Apartments will open on the same street soon.
The building at 500 Main St. is expected to have 111 affordable apartments.
Officials say Section 8, the down payment assistance program and tenant-based rental assistance are also available to help with rent payments and first-time homeowners.
