A recent survey by the City Council gives the MTA a failing grade in cleanliness and maintenance. City Council members say the subway stations, train tracks and bridges are filled with trash and graffiti. If the MTA was a private company, council members say the MTA would be hit with hefty fines for all the trash and disrepair of its property. The City Council surveyed 24 sites owned by the MTA. It found 18 sites had excessive trash thrown about and 13 sites were covered in graffiti. Council members say more than half were just plain filthy. Included in the survey were the 2, 5 and 6 trains in Pelham, which had exposed garbage on the tracks. The MTA has not yet responded to the report.
