Governor Pataki (R-NY) says a civil confinement law could be passed as early as this week. Pataki has called for a special session of the Legislature to meet Wednesday to vote on the bill. The vote comes more than a year after Connie Russo Coriero was killed by a convicted rapist at the Galleria Mall in White Plains. Phillip Grant, 44, was found guilty of second-degree murder in the stabbing death of 56-year-old Russo Carriero. Had a civil confinement law been in place, Grant would have been behind bars. As a result, Russo Coriero?s sons have spent months trying to change the law regarding dangerous sexual predators. If the state Assembly and Senate can come to an agreement on the civil confinement legislation, the bill could become Connie's law. The legislation would allow the state to keep violent sex offenders in mental facilities after their prison terms end if they are still deemed a threat. Related Information
