Improving the high school dropout rate tops the list of concerns among Bronx residents ahead of terrorism, housing and crime, according to a new survey.

The Community Service Society group polled about 1,800 mainly low-income New Yorkers for the 2006 survey. Many responders agreed having little education leads to diminished earning potential. Elected officials say low earning potential, in turn, has broad implications for the city's economy and crime rates.

The Community Service Society has several recommendations to help solve the problem. They include upgrading diplomas to career certifications and making higher education more affordable. The survey found while residents don't enjoy paying higher taxes, they would be willing to shell out extra cash if the money went toward education.
