Convicted sex offender faces new child porn charges in case involving 12-year-old Putnam County girl

Kennedy Carter, a convicted sex offender who had fled to Mexico while on probation in Oregon, now faces child pornography charges in connection with a case involving a 12-year-old girl from Putnam County.
Federal authorities report that Carter was arrested and charged with enticing and coercing the girl to engage in sexually explicit conduct, including taking sexually explicit photos and videos of herself and sending them to him over the internet.
Additionally, Carter allegedly received child pornography of another girl, which he then sent to the victim in Putnam County.
Carter was deported from Mexico by Mexican immigration authorities and arrived at San Francisco International Airport, where he was promptly arrested by the FBI. He faces charges of sexual exploitation of a child, receipt and distribution of child pornography and penalties for registered sex offenders.
Federal officials note that Carter is subject to enhanced penalties due to his status as a registered sex offender.
