Monday is deadline day for New York City's congestion pricing plan.The state Legislature has until midnight to approve Mayor Michael Bloomberg's plan. The city would lose $350 million in federal funds if the plan doesn't get approved.Under the plan, drivers entering Manhattan south of 60th Street weekdays will be charged $8. Truck drivers would be subjected to a $21 fee.The mayor says the plan will help protect the environment and reduce traffic in the city.
