SPCA Westchester says the dogs bonded while at the shelter, so the SPCA required they be adopted together.
People complained to the SPCA about the van because they could hear dogs inside.
Officers went to a home in Cortlandt Manor where it was located and were told the dogs had been rescued recently from a puppy mill in Pennsylvania.
They say the animals were found in horrible conditions.
All of the animals received medical care and are doing well. Most have found homes.
