The family of Jarrel Garris, a man fatally shot by police last year, has filed a lawsuit against the City of New Rochelle and Det. Steven Conn.
The lawsuit, filed by Garris' parents and his estate, claims the city failed to properly train Conn, leading to an unreasonable escalation of the encounter that resulted in Garris' death.
Garris was shot during a confrontation with police after being accused of stealing fruit from a store.
The state attorney general's office previously declined to file charges against Conn.
