Gov. Cuomo also said school districts must submit a plan for reopening by July 31. The state will then make decisions regarding reopening the first week of August.
He said that threats from President Donald Trump, who promised to “put pressure” on governors to reopen schools, will not work in New York.
The governor also encouraged the president to issue an executive order requiring Americans to wear masks.
