The officer who fatally shot Jarrel Garris will not be punished, according to the New Rochelle police commissioner.
Garris was shot on July 3 following an encounter with police and then died a week later. Police went to the school after reports said Garris was stealing from a supermarket.
New Rochelle Police Commissioner Robert Gazzola says an internal investigation determined that the officers did not violate department policies and procedures.
Garris' family filed a civil lawsuit against the detective who shot him and the city of New Rochelle.
