The shooting happened on Central Avenue near Washington Street just before noon on Nov. 9.
Dimitri Jones, 19, is charged with shooting a 31-year-old Peekskill man.
The victim sustained a gunshot to the upper leg.
A loaded firearm was found nearby.
Police believe the victim and suspect knew each other and that this was not a random incident.
