The Putnam County SPCA says it arrested a woman from the town of Kent on a charge of animal cruelty.
It says Elizabeth Santos, 53, was arrested in connection to an incident on April 27 involving a severely matted poodle mix wandering on Chief Nimham Drive.
The dog, which was immediately taken to Guardian Veterinary Specialists in Brewster, was found to be dehydrated, emaciated and suffering from Lyme disease.
Acting on an anonymous call, officers of the Putnam County SPCA Law Enforcement Division were able to locate Santos, who is the dog's owner. She was later placed under arrest.
SPCA officers charged Santos with one count of animal cruelty.
Santos will be arraigned in the Town of Kent Justice Court on May 18.
