A newly unveiled surveillance tape that appears to show violence at the Goshen Secure Center is leading to an investigation of the entire state juvenile justice system. The tape appears to show teenage inmates at the facility beating a guard and dragging him across the floor. The video was released by Michael Sussman, an attorney for former state Commission of Correction worker Eileen Carpenter, who says the tape is an example of widespread violence at juvenile facilities across the state. Carpenter began investigating the facility after a guard, Antonio Collado, claimed a sex party was held for underage inmates about a year ago. She says instead of trying to do something about it, the state tried to cover it up and forced her to retire. Sussman says Carpenter has filed a federal lawsuit. In addition to getting her job back, he says she wants the corruption and brutality behind bars to end. The inspector general is now handling the investigation of the juvenile justice system.
