The Hudson Valley SPCA says two dogs were found living in filthy conditions in Newburgh and that two other dogs were found dead.
Officials say "Faith" and "Hope" were found tied up, starved and apparently left for dead at the South Street home.
Authorities say the dogs' owners were arrested and face charges including animal neglect and cruelty.
