Hudson Valley activist indicted on domestic violence charges

A well-known Dutchess County community activist who has organized events for families and children is now facing a felony charge following what prosecutors describe as a domestic violence incident in the Town of Poughkeepsie.
Frank Flowers, 52, was arraigned Tuesday in Dutchess County Court after a grand jury indicted him on a felony strangulation charge, along with misdemeanor counts of criminal obstruction of breathing, assault and endangering the welfare of a child.
Flowers, who is the brother of the mayor of Poughkeepsie, has previously been in the public eye following his 2023 arrest in Connecticut on domestic violence allegations. He is known for his community activism, including organizing holiday meal drives and events for children and families and for dressing as Santa Claus at community gatherings.
Prosecutors say the current charges stem from an incident that allegedly occurred on the evening of Dec. 9, 2025. According to the indictment, Flowers is accused of placing his hand on another individual’s neck and applying pressure, causing the victim to become disoriented and suffer physical injuries, including bruising and soreness.
Prosecutors further allege Flowers struck the same individual with his hand and kicked them with his feet, causing additional bruising, cuts and significant pain. Authorities say the incident happened in the presence of an infant.
In announcing the indictment, District Attorney Anthony Parisi said domestic violence cases are among the most dangerous crimes his office handles, emphasizing the serious harm they cause to victims and families.
Bail was set at $10,000 cash, $25,000 bond, or a $100,000 partially secured bond. If released, Flowers will be supervised by probation.
He is scheduled to return to court on February 17, 2026.
The Dutchess County District Attorney’s Office also said prosecutors in Connecticut have been notified of the new charges, which could violate the terms of Flowers’ prior guilty plea in that state.
Flowers has not returned News 12’s requests for comment.
