The Greenburgh Town Board has approved a controversial $5.1 million no-bid emergency contract to repair a collapsed sewer line on East Hartsdale Avenue.

The measure passed by a 4-1 vote, with Town Supervisor Paul Feiner casting the lone vote against the proposal.

Town officials say the project is expected to address a sewer problem that has frustrated residents for more than two years.

Neighbors have complained about a noisy pumping station and open sewage affecting their properties during the ongoing repair delay.

Before the vote, residents packed Town Hall to voice concerns about bypassing the competitive bidding process.

"I don't know why they show against competitive bidding. This is no longer an emergency. It was an emergency, now it's prolonged two years later," one resident said.

Another resident told News 12, "We don't stand up and defend competitive bidding that often, but this one seems like a perfect instance where it should be used."

Town officials argued that further delays could have serious consequences and said skipping the bidding process would allow repairs to begin sooner.
