Dozens of Spring Valley village employees have received a 20% wage increase after going nearly a decade without a pay raise, according to village officials.
The last time CSEA-covered Village of Spring Valley employees received a raise was in June 2017, according to the union.
Among those receiving the increase is Emanuel Almodovar, a Spring Valley police dispatcher who has worked in that role for the village for several years. Almodovar is one of 53 employees who received a 20% wage increase effective July 17, 2026.
"It's a sigh of relief," Almodovar said. "Unfortunately, the economy is the way that it is. And things have only gotten more expensive. So having a little bit more money coming in definitely helps out myself, and my finances and the finances of my family."
Almodovar joined dozens of other employees, union leaders, community advocates and village officials outside Village Hall on Monday for the announcement.
Mayor Schenley Vital said village employees are the foundation of local government.
"Governments do not run because of buildings or budgets. They run because of people," Vital said.
Seven months into his tenure as mayor, Vital said the wage increase was approved as part of the village's 2026-27 budget.
"I want you to hear this clearly. We see your dedication. We recognize your sacrifice. We appreciate your service. And today we honor that service with an investment that honors your value to this community," Vital said.
Deputy Mayor Yisroel Eisenbach tells News 12 that while he did not attend Monday's press conference, he believes CSEA employees deserve a raise and is reviewing the legality of the approval.
