Two outraged council members are introducing a plan they say will help residents deal with rising water costs.Council members David Weprin and James Gennaro's plan has three parts. First, they propose that a water board rental payment be eliminated. The two also say they want the Water Board to collect more in unpaid bills. Lastly, they propose an incentive plan be established for those that conserve water. Weprin and Gennaro say a proposed 11.5 percent hike to the water rates will cause hardships for homeowners, seniors living on fixed income, cooperatives and small businesses.
