Some City Council members are trying to fix what they call the never-ending welfare cycle for some Bronx residents.
The city created ?Housing Stability Plus? last year to provide formerly homeless families with rent money for a period of five years. Some council members say this law is flawed because it requires residents to have an open welfare case. They say this prevents residents from becoming self-sufficient.
