Hotels in Rockland an Orange counties are still unable to convert into migrant shelters.
A federal judge dismissed a challenge from the New York Civil Liberties Union.
The suit was filed when migrants were being relocated from New York City to across the state. It alleged that some counties were unlawfully blocking the migrants.
Rockland County Executive Ed Day says the county did not stop people from arriving. He added it stopped hotels from turning into shelters and disregarding local law.
The union claims renewing the orders is an abuse of the counties' emergency powers when there is no current emergency.
