Cuomo urges local officials in areas with high COVID infection rate to enforce CDC's recommended mask mandate

Gov. Andrew Cuomo is urging local governments to follow the CDC's guidance and reinstate a mask mandate in indoor public places, but local officials are very limited in what they can do.
