The investigation into a 2019 plane crash in Dutchess County has been closed.
The National Transportation Safety Board has released an eight-page report saying there was a loss of engine power due to no fuel.
The plane crashed near the Hudson Valley Regional Airport in Poughkeepsie.
The pilot of a smaller plane flying from Akron, Ohio, to Rhode Island requested to land at an airport to use the bathroom.
As he approached the landing site, he identified a fuel emergency but continued to fly away from the site.
The report said this led to inadequate altitude and not enough glide distance to land, and so the plane crashed.
The pilot had three passengers inside.
He and two of the passengers suffered serious injuries. The third passenger was OK.
