Orange County District Attorney David Hoovler says he will not investigate allegations made by Sen. James Skoufis against a county official.
Hoovler cited a conflict of interest as the reason.
Skoufis claimed that a six-figure, no-bid contract for IT services was steered by the county's human resources commissioner to his brother-in-law.
