Officers said they found 238 bags of heroin and fentanyl, 12 grams of crack cocaine, drug paraphernalia, and nearly $6,000 in cash.
The arrests happened yesterday after the suspects were seen nodding off in their vehicle.
Authorities said the evidence was in plain view when officers approached.
A woman from Port Jervis faces a long list of drug charges.
