New details have emerged about a 65-year-old White Plains man accused of using a weapon of mass destruction following multiple explosions reported early Monday morning.
Raymond Elders is facing federal terrorism charges after a suspected explosive device was found outside an apartment building on Odell Avenue, authorities said. Officials later discovered 25 pipe bombs inside Elders' apartment in that building.

Elders made his initial appearance Tuesday in federal court in White Plains. Prosecutors alleged he was seen with bluish and black residue on his hands and a lighter, and dozens of additional pipe bombs were found inside the apartment where he was staying.
No one was injured in the incident, but neighbors said they remain shaken up. "That's really, really scary," said a woman who lives in the neighborhood.
Elders' defense argued he has a history of mental illness, drug and alcohol issues, and is seeking treatment. The judge noted how lucky everyone was that no one was hurt and called the alleged actions the height of recklessness.
Elders has been remanded to the custody of U.S. marshals and is due back in court April 29. He also has a history of drug and alcohol use and has been seeking treatment.
