State employee charged with rape for alleged sexual encounter with Goshen Secure resident

Police say 20-year-old resident could not legally consent because he was confined at the state-run facility.

A 22-year-old Walden woman is facing a felony rape charge after state police say she engaged in sexual conduct with a 20-year-old resident at the Goshen Secure Center — a state-run secure facility for juvenile offenders and other court-placed youth.

Police say Perla T. Serrano Rivera was arrested Sept. 3 and charged with third-degree rape, official misconduct and second-degree introducing contraband into prison.

According to a source, Serrano Rivera worked at the facility at the time of the alleged sexual conduct.

Authorities say the 20-year-old resident was unable to consent to sexual conduct because of the circumstances of his confinement. Serrano Rivera is also accused of bringing contraband into the facility and providing it to residents. Police did not say what the alleged contraband was.

The New York State Office of Children and Family Services operates Goshen Secure Center. It serves court-placed youth who committed offenses while under 18, and residents can remain in state custody up to age 21 depending on their sentence or placement.

Serrano Rivera was arraigned Sept. 3 and remanded to the Orange County Jail on $1,000 cash bail, $2,500 bond or $5,000 secured bond. State police say she was back in court Tuesday but did not provide details about the outcome.

As of Wednesday afternoon, Serrano Rivera’s mug shot was not available through online Orange County Jail records.
