Witnesses said a man and a woman were pushing a stroller with a 9-month-old baby inside across a crosswalk in Soundview when it was struck by a vehicle.

Police said the incident happened on Rosedale Avenue around 9:45 a.m. on Tuesday.

Bystanders said the driver sped past the stop sign and clipped the stroller.

"He hit that stroller so hard that we heard a loud bang. The baby started screaming and crying," said one woman.

The vehicle appeared to be a city-owned vehicle. Sources told News 12 the car belongs to the NYC Parks Department.

A representative from the agency says they are investigating the incident internally.

The driver was not arrested.

People in the area said this intersection has been an issue for many years.

"This here needs a stoplight. This place is so dangerous! A lot of cars that come, they see the stop sign, but they don't stop," said one woman.

Police said the child was taken to Jacobi Hospital. She is expected to be OK.
