Tenants living at the Kenney Apartments in the City of Newburgh say they haven't had heat or hot water for at least a month.
News 12 spoke with a few tenants who say, lately, it's been hard to take care of themselves. They're utilizing space heaters but they say it isn't enough.
"I cry, just cry, cry, cry, because it's so sad. This really shouldn't be happening to us," said tenant Wilhlemena Lamb.
Residents say they've all tried to get in touch with the property management group, Baum and Kenney Management Group, but they're efforts have gone unsuccessful.
"I need something to get done because if not, I want to take further steps," said one tenant Jaime Cardoza.
Councilman At-Large Robert McLymore says he's suggesting they call a state of emergency to get the tenants the help they need. He says he wants to see a permanent fix, not a temporary one.
News 12 also tried to reach the management group, but did not hear back.
City leaders were going around Monday night handing out warming blankets to those in need.
There is an emergency Town Hall happening Wednesday at 6:30 p.m. at the Activity Center on Washington Street.
