With a $9 billion budget deficit hanging over the state, lawmakers have failed to pass an on-time budget for the 23rd time in the past 25 years.
"It doesn't surprise me with the way government has been running lately and the way they continue to run," says Al Ridella, of Warwick. "I think there has to be a rude awakening coming."
With the April 1 deadline assured of not being met, Gov. David Paterson says a responsible budget is more important than one that is passed on time.
