As a bitter cold snap continues to grip New York City, Mayor Zohran Mamdani says 16 people died outside amid the frigid temperatures.

At an unrelated news conference on Monday morning, the mayor said hypothermia is believed to have played a role in at least 13 of those cases, while three others are being linked to overdoses, according to a preliminary finding. The Medical Examiner's Office will determine the official cause of death.

"It appears that none of the individuals were living in homeless encampments at the time of their death," the mayor said.

City Hall continues to ramp up its efforts to connect vulnerable people to shelter, including relaxing intake policies at shelters, expanding shelter capacity and increasing the number of warming buses and sites open across the boroughs. Mamdani says they are working displaying more signage on and near warming buses, so people know what they are.

"A severe cold front continues to bear down on our city, today is out 11th consecutive day of below freezing weather. We can very well be in the middle of consecutive sub-32-degree weather in our city's entire history," the mayor said.

The city has been under a Code Blue since Jan. 19. Code Blues are activated when temperatures fall below freezing for a certain period of time, prompting the city to launch an emergency protocol to protect residents from extreme cold.

Within that period, the mayor says DHS has made roughly 1,000 placements.

"I think we have to use every single option. We have to get New Yorkers inside"
