Governor Eliot Spitzer (D-N.Y.) delivered his second State of the State address Wednesday.

The address comes amid a year of political turmoil for the first-term Democrat. Many Democrats in the Hudson Valley describe Spitzer?s speech as a comeback. However, some Republicans disagree.

During the speech, Spitzer outlined an ambitious agenda for 2008. He promised more spending for higher education, including free tuition for returning soldiers and student loan payoffs for doctors who agree to work in underserved New York areas. Spitzer said he is also looking to expand health care coverage for children and make housing more affordable for everyone.

?In Long Island and Westchester, homeowners are telling me they could not afford to buy the home they live in today,? Spitzer said.

Spitzer also discussed a $500 million investment to turn Stewart Airport into the first carbon-negative airport. Airport officials will research ways to reduce greenhouse gas emissions.
