Overview: Reopening in Phases
Businesses in each region will re-open in phases. Re-opening refers to non-essential businesses and business activities. Essential businesses and business activities that are open will remain open.

The guidelines below apply to both non-essential businesses in regions that are permitted to re-open and essential businesses throughout the state that were previously permitted to remain open.

 

Eligibility for reopening will be determined by health metrics for each region.

Under NY State Governor Andrew Cuomo’s plan, Long Island can begin Re-Opening Industries in Phases when our region meets New York State’s Seven Health Metrics

Phase One businesses are set to reopen beginning May 27, 2020 following NY State protocols and guidelines outlined below.

Outline of businesses, organizations in Phase Two, Three and Four can be found here.
Although subject to change, it is expected there will be a two-week period between each phase of re-opening.

Before reopening, every business must meet specific mandatory requirements. NY State has published "summary guidelines" including both the mandatory and recommended protocols and detailed "final interim guidance" for each business category listed in Phase One.  The guidelines for each sector can be found here.

Businesses must confirm that they agree to operate in compliance with the detailed guidance. A link to the affirmation form is located at the end of the detailed guidance and found here.

Every business must have a written plan outlining how it will prevent the spread of COVID-19 in the workplace.
